Jakarta, CNBC Indonesia – Minister of Energy and Mineral Resources (ESDM) Arifin Tasrif noted that at least 2,051 mining business permits (IUP) had been revoked. This figure is lower than the previous target set at 2,078 IUPs.
Arifin detailed that of this number, 585 IUPs had their revocation cancelled. The revocation was carried out by the Minister of Investment/Head of BKPM Bahlil Lahadalia.
“Revocation of IUPs from the target of 2,078 IUPs has been revoked so far only 2051 IUPs out of 1749 mineral IUPs and 302 coal IUPs have been revoked based on the revocation decree,” said Arifin in the RDP with Commission VII DPR RI, quoted on Wednesday (20/3/2024).
Meanwhile, the 27 IUPs that were not revoked consisted of 8 Aceh IUPs due to special autonomy (otsus), 12 Batuan IUPs due to the governor's authority, and 1 Asphalt IUP due to presidential policy. Then there were 2 IUPs that had expired and 4 IUPs were revoked twice.
“As of March 14 2024, 585 IUPs have been revoked by BKPM, consisting of 499 mineral IUPs, 86 coal IUPs, but only 469 IUPs have been included in the Modi and Momi Minerba system. The remaining 4 IUPs are in the process of being entered and 112 cannot enter Modi because they still have obligations. PNBP payments,” he said.
As is known, to regulate unproductive IUPs, Indonesian President Joko Widodo (Jokowi) issued Presidential Decree (Keppres) Number 1 of 2022 concerning the Task Force for Land Use Management and Investment Management. This presidential decree is dated January 20 2022. In this presidential decree, Bahlil was appointed as head of the task force (task force).
Arifin said that the Task Force could decide on the revocation of the IUP with agreed recommendations. This means that before revoking the IUP, there has been coordination with the Ministry of Energy and Mineral Resources.
“Yes, because if you have fulfilled (the IUP revocation requirements) there will no longer be 2 channels. Because our team is also there, in the Task Force,” he explained.
